Preheat oven to 325°F, grease a baking dish, and arrange cabbage, carrots, onions, and garlic.
Pour in broth, add bay leaves, drizzle with olive oil, and season with salt and pepper.
Cover with foil and bake for 1 hour 45 minutes, flipping cabbage halfway. Add broth if dry.
Remove foil, increase heat to 425°F, and bake uncovered for 15 minutes until slightly browned.
