Preheat oven to 375°F and grease an 8 or 9-inch round baking dish with butter or cooking spray.
In a bowl, whisk eggs, yogurt, and mayo until smooth. In a separate bowl, mix flour, cornstarch, baking powder, and pepper. Gradually whisk into the batter.
In a bowl, add cabbage and salt. Massage well to soften and release juices.
Spread cabbage evenly in the baking dish, pour in the batter, and top with mozzarella. Bake for 35-40 minutes until golden brown and set.
