This easy and budget-friendly lazy cabbage roll casserole has layers of ground beef, making it cheesy and satisfying. It's got all the flavors of cabbage rolls without the fuss of rolling them up in the kitchen.
Cook the onion until softened, then add the carrot and cook for another minute. Brown the beef, breaking it apart as it cooks. Stir in garlic and sauté for another minute. Drain excess liquid.
Add seasonings, tomato sauce, and chopped tomatoes. Stir to combine. Reduce heat and simmer for 10 minutes. Transfer the mixture to a pot.
Add rice and mix to combine, set aside.
Wipe the skillet clean and add more oil, cook cabbage with water until softened. Layer half the cabbage in the baking dish.
Layer with the beef-rice mixture, then repeat. Top with mozzarella.
Cover with foil and bake for 20 minutes. Uncover and bake another 20 minutes until cheese is melted. Broil for 1-2 minutes for a golden topping.
