Heat olive oil in a skillet, cook garlic, then add rice. Season with salt and pepper, toasting for 2-3 minutes.
Pour in broth, reduce heat, add lime zest, cover, and simmer for 20-25 minutes.
Remove from heat, add lime juice, and let sit for 10 minutes.
Fluff with a fork, stir in cilantro, and serve!
