Cook noodles according to package directions until al dente. Drain and toss with a little oil.
Heat oil in a large skillet over medium-high heat.
Add garlic and ginger. Cook for 30 seconds.
Add carrot and bell pepper. Cook for 2 minutes.
Stir in cabbage and cook for 5 minutes until slightly softened.
Whisk together soy sauce, rice vinegar, and sesame oil.
Add noodles and sauce to the skillet.
Toss everything together and cook for 2 minutes.
Garnish with sesame seeds, chili flakes, and green onions before serving.
